| dc.description | The institute of SME support formed in Ukraine, including regulatory impact analysis (RIA) introduced in 2003, is ineffective and has all the signs of an "institutional trap". Because of this, it does not have a positive impact on the development of small businesses, whose level of entrepreneurial activity continues to decline steadily. There are analyzed the reasons of this situation, including: extremely low levels of funding programs to support small businesses and inefficient use of budget funding, high level of corruption, the lack of reliable statistical and sociological information in many aspects of small business, the lack of proper monitoring of the efficiency of the functioning of the state institute for business support by the objects themselves, and support of civil society, insufficient adaptation of the institute of ARVs in its implementation process to Ukrainian conditions, low level of management capacity and quality of public administration, a very wide range of stakeholders in the regulatory process, the lack of statistical, analytical, informational and organizational resources, the lack of regulatory standards for participation in developing regulations of all stakeholders in this process. Based on the analysis the conclusion is made that there is a need for a radical reform of the whole system of government that takes it to a new, higher level of modern management system, in which management decisions are based on advanced modeling techniques, innovative computer technology, the collection and processing of statistical and sociological information about management objects. The main directions of improving govern¬ance in the context of supporting enterprise and, in particular, the process of regulatory impact analysis are proposed: - The change of the existing concept of the regulatory system (in which the government sets the rules of the game, based only on their own interests, and the business does not have sufficient leverage and shifts the costs to the consumer), to the model system in which a dominant position is occupied by population (consumer) as source of power for the state and the income for the business, and government and business are partners. - Optimization of the activities of regulatory bodies and reduction of their number by redistrib-uting their authority on the basis of standardization, typing and grouping an array of regulations, the formation of a unified information and analytical base for ARVs, improved methodological support for the design component of the ARV, the inclusion of the use of the model estimates the transaction costs of entrepreneurs , the develop¬ment of automated software systems to perform the necessary accounting operations. - Normative regulation of the participation of the regulated objects (representatives of business, non-profit organizations, business associations, trade unions, etc.) in the process of designing, developing, evaluating and monitoring the effectiveness of regulations, the formation and institutionalization of independent stakeholder groups' regulations. | en_US |
