Description: The analysis of models, policy and strategy of the European universities in engineering distance learning (EDL) is made. Potential European universities-partners DonNTU for EDL are defined. It is formulated features EDL which divide modern digital learning community by a principle of use ICT. Barriers of use and distribution of EDL in Ukraine are revealed. The variant of realization of system EDL in Ukraine in the form of a consortium of technical universities (thematic digital university) is offered
