| Abstract: | Розглянуто сутність, еволюцію та етапи форсайт-процесу. Сутність форсайту полягає у формуванні майбутнього на основі прогнозування і прийняття стратегічних політичних рішень. Еволюція форсайту складається з трьох етапів: технологічного, ринковоорієнтованого та соціально-економічного. Етапи полягають в аналізі виникаючих трендів, прогнозуванні їх розвитку, розробки альтернативних сценаріїв майбутнього, виборі найбільш підходящого із сценаріїв та прийнятті стратегічних політичних рішень в напрямі обраного сценарію. Вивчено зарубіжний досвід застосування форсайту в державому стратегічному плануванні. Оцінено перспективи і проблеми застосування форсайту в Україні. |
| Description: | In the article the nature, evolution and stages of the foresight process are considered. The aim of foresight is to manage the future on the basis of forecasting and strategic policy decisions. The evolution of foresight consists of three stages: technological, market-oriented and socio-economic foresight. The stages of foresight are the following: analysis of the emerging trends, prediction of their development, elaboration of the alternative scenarios for the future, choosing the most appropriate scenario and strategic decision-making directed at the selected scenario. Foreign experience of using foresight in the government strategic planning is studied. The prospects and problems of implementing of foresight in Ukraine are estimated. |
