Abstract: Рассматриваются различные подходы и иссле­довательские инструменты к анализу институциональных изменений. Институциональные изменения анализируются сквозь призму эво­люционного подхода, что позволяет рассмат­ривать хозяйственные порядки как адаптивно-сложные системы. Важное внимание уделяется роли коллективных действий и механизмов правовых систем в процессе формирования и изменения институтов.
Description: Different approaches and research tools to the analysis of institutional change are considered. Institutional changes are analyzed in the light of the evolutionary approach, which allows us to consider the economic orders as complex adaptive systems. It is important to realise that creating rules, we change the very environment in which these same rules and other rules that arise in response to the changing rules continue to evolve,. This is nothing but the manifestation of the characteristics of the social system as an evolving and adaptive complex one. One can not anticipate the reaction to changes in the rules. Moreover, the adaptation to the rules, on the one hand, depends on the ac­tors' historical experience, while, on the other, on their perceptions of the changed present reality in the light of the existing cognitive patterns formed inductively. Explanation of institutional change from the position of the evolutionary paradigm can be helped by including the phenomenon of institutes' exaptation in the analysis. Institutions can be a simulacrum, which, because of exaptation completely fail to perform functions associated with their title name. Long-term stability of the orders with "bad institutes" shows that the natural governments or orders with restricted access is a kind of a norm in social institutions' functioning, which should be considered when planning and implementing insti­tutional reforms. Changing institutes, it is neces­sary to have a clear understanding of the limits and opportunities of their conscious change. Eco­nomic science must contribute to the process of existing institutes'; identification. Interpretive in­stitutional economics develops theoretical and empirical tools to identify relevant institutes.
