| Abstract: | Рассмотрен опыт зарубежных стран в сфере реализации функций государства развития, связанных с решением задач «догоняющей» модернизации. Выделены модели успешных государств развития (западноевропейская и восточноазиатская), и приведены факторы их успешности. Отмечены государства развития, которые не смогли успешно осуществить стратегии «догоняющей» модернизации (Бразилия и Индия), и выявлены факторы, предопределившие неуспех. Опыт зарубежных стран сопоставлен с действиями государства развития российской экономики. Сделан вывод о том, что российское государство развития относится, скорее, к неуспешному типу. |
| Description: | The experience of foreign countries in the implementation of state functions associated with the solution to problems of "catching up" modernization has been examined. Successful models of development (Western European and East Asian) were singled out, and the factors of their success were highlighted. The developing states which could not successfully implement the strategy of "catching up" modernization (Brazil and India)were reviewed, and factors that predetermined their failure were identified. Experience of foreign countries was compared with actions of the Russian economy aimed at the development of state. It is concluded that the development of the Russian state belongs to the failure type. |
