| Abstract: | Цель статьи – проанализировать содержание Доктрины продовольственной безопасности РФ с точки зрения новаций, вносимых в аграрную политику; на основе экспертного опроса выявить достоинства и недостатки этого документа. Доктрина демонстрирует, с одной стороны, желание власти сформулировать четкую аграрную политику, с другой стороны, неумение трансформировать намерения в формат работающих механизмов. Нормативное пространство оказалось крайне нечувствительно к новациям Доктрины. Вместо новых практик в бизнесе возникли новые формы соревновательной отчетности чиновников. Доктрина дала повод для усиления административного контроля продовольственного рынка. |
| Description: | The objective of the article is to analyze the content of Doctrine of food security of Russian Federation from the viewpoint of innovations introduced to the agrarian policy and to determine advantages and disadvantages of the document on the basis of experts’ survey. The Doctrine demonstrates, on the one hand, willingness of the state to formulate a distinct agrarian policy, on the other hand, inability to transform these intentions into present mechanisms format. Normative environment turns to be insensitive to the Doctrine innovations. Instead of new practices there appear new forms of competitive accounting for officials in business. The Doctrine has caused increasing of administrative control over food market. |
