Abstract:	В статье анализируются модели государственного устройства с точки зрения развития местного самоуправления. Рассматриваются теоретические и методологические принципы разделения экономических функций и полномочий между центральным и местными уровнями управления. Предлагается передача социальной, стимулирующей и распределительной функций на региональный уровень управления, где более эффективно могут предлагаться общественные блага и услуги.
Description:	The paper studies the models of the government structure from the point of view of developing the local self-government. There are considered theoretical and methodological principles of sharing economic functions and powers among the central and local levels of government. It is proposed to pass social, motivating and distributing functions to the local government level where the public welfare and services may be offered more effectively.
