| Abstract: | Предложены определения основных терминов «Техногенное месторождение», «Размещение отходов» и «Характеристика отходов», позволяющие системно использовать межгосударственные стандарты, введенные в действие с 01.01.01. для одновременного внутрипроизводственного выявления и учета отходов, информационно-нормативной поддержки и установления соответствия между образовавшимися отходами и технологиями последующего обращения с ними. Технологии ставятся в соответствие перерабатываемым отходам, идентифицированным по генетическому принципу. Основную «стыковку» данных об отходах и сведений о технологиях обращения с ними осуществляют через характеристику отхода, создавая условия для быстрого формирования баз данных производителями и переработчиками отходов, а также всеми государственными, отраслевыми, региональными и местными органами, выполняющими предусмотренные законодательством функции в сфере обращении с отходами, на единой информационной основе, создавая предпосылки для принятия оптимальных экономических решений и целенаправленного привлечения инвестиций. |
| Description: | There are definitions of key terms «Technogenic Deposit», «waste disposal» and «Characteristic wastes»can systematically use international standards, introduced with 01.01.01. for simultaneous process of identification and account of waste, information and normative support and establish the correspondence between the generated waste and technologies subsequent management. Technologies are associated with recyclable waste identified the genetic basis. Main «interpreter» data on waste and the information about the technologies of treatment are carried out through the characterization of the waste, which create conditions for the rapid formation of the databases of producers and processors of waste, as well as all state, sectoral, regional and local authorities, performing the functions stipulated by the legislation in the sphere of waste management, unified information basis, creating the preconditions for the adoption of optimal economic decisions and targeted investment promotion. |
