dc.descriptionEconomic-ecologic basis and institutional prerequisites for decision making to produce shale gas are given. Cost estimation of their potential production has been introduced. Active development of shale gas production in the U.S. on the one hand, makes it possible to analyze this new energy technology as a tool for energy policy, on the other hand, it is a matter of economicecological analysis of the potential benefits and risks in the implementation of the tech­nological scheme in other regions of the world: Europe, Russia, China. Restriction in the use of shale gas production technologies in the U.S., France, and Germa­ny makes for the need to study carefully the ques­tion of the objective of a multilateral safety of shale gas and the possibility to achieve a certain level of economic-ecological efficiency. The experience of gas production in the U.S. shale basins shows that each shale deposit requires an individual scientific approach and has very unique geological features, characteristics of operation as well as significant problems of pro­duction. Economic risks of shale deposits develop­ment include transition from economic form of "products distribution" according to general oper­ating agreements that will allow gas producers to sell gas to Ukrainian consumers at high "world" prices. Ukrainian legal and institutional conditions do not make for the rational use of mineral re­sources, particularly in the context of shale gas. The high interest of local stakeholders in the U.S. is associated with a high rental fee that gas com­pany owners give to private lands. Shale gas pro­duction requires quite a big part of the capital cost on the initial stage. There are significant operating costs on drilling new wells in order to increase or maintain production at the appropriate level. There is a need for rapid investment return by selling the gas produced, as well as obtaining licenses for drilling operations. The institutional and legal factor depends on the fact that environmental estimation in Ukraine loses its professional and legal frame­work, including economic and ecological ones. Such situation causes serious international prob­lems.en_US
