| dc.description | In this work the main problems hindering the development of the business sector in Ukraine, particularly small businesses are considered. It is shown that they are related to deficiencies in the institutional environment, high transaction costs, the corruption component, the lack of a coherent public policy and strategic perspective of entrepreneurship development in the country and an insignificant role of regions in this process, the inefficiency of the national system of state support for entrepreneurship development. To improve the institutional conditions for the development of domestic business is needed to adopt the law: "On development and state support of entrepreneurship in Ukraine", which should be formulated some holistic concept of development of all types of businesses (regardless of their size and regional and industry sector) and prioritized, both at the state and regional levels. The main directions of improving of the institutional environment for the functioning and business development in Ukraine are: reducing transaction costs of doing business, a systemic analysis of the Ukrainian legislation to identify regulations that may contribute to the behavior of agent-oriented rent-seeking, a moratorium on adopting new regulatory acts, which could affect doing business in our country, the legislative embodiment of the principle of symmetry of the responsibility of both government and business structures, by introducing the institution of responsibility for public structures for the deteriorating business conditions and damage to businesses and non-life insurance business entities in the issuance of licenses and permits. Effective mechanism to combat corruption of state structures is the transition to a new model of "Good Governance" based on the widespread introduction of modern information and communication technologies. Implementing the proposed measures will assist to improve institutional conditions for the development of entrepreneurship, improve the efficiency of public policies support the business sector at all levels in order to maximize the potential competitiveness of enterprises of the country. | en_US |
