|Abstract:||Using the archival sources, locally gathered materials, periodicals of 1920’s and scientific literature considered in this article are historical and legal aspects of functioning of the Ukrainian language courses for officials in 1920’s in the Donetsk region. The aim of the research is to outline the features, as well as organization and legal basis of forming and activities of Ukrainian language workshops for officials in said region. Legal groundwork of the politics of rooting was laid in a series of republican legislative acts, which were accepted according to proceedings of 12th RCP(b) congress, and expanded with numerous by-laws legislative acts, which, among other things, aimed for complex application of Ukrainian language. Procedures and activity forms of language courses, methodology of testing with the goal of checking the level of knowledge were also regulated on a nationwide level, albeit local government and Communist party cells adapted recommended norms according to their own needs, stemming from urgency of tasks at hand and available resources. It is known that in Soviet Ukraine during implementation of politics of Ukrainiazation in 1923–1938 existed a differentiated approach to workers and officials. In the regulation sphere of language politics, such approaches included methods of convincing and encouraging for the former and demands and punishes for the latter. Considered as main means of Ukrainization of officials were the attendance of language courses and passing the exams of knowledge regarding Ukrainian language. Resulting from knowledge tests, employee not just received a certificate of one of three categories (first category included people who excelled at language, second one included those who were middling, while third one encapsulated people who had no knowledge of language), said certificate effectively worked as a pass for one’s position. Results of the test could have resulted in employee’s termination without the unemployment benefits; specialists were not employed without the certification of knowledge of indigenous people’s language. Functioning of Ukrainian language courses for officials was accompanied by objective (Russification of the region,unregulated sources of financing the courses, work overload of those in charge) as well as subjective (negative attitude towards the idea of Ukrainization, discussions regarding the feasibility of the selected forms of implementation). The focus of this article are the questions of organization, classification and financing, Ukrainian language course attendance conditions for officials, as well as methodology and forms of testing, as well as statistical examples of results of such in the Donetsk region.|
