| Короткий огляд (реферат): | Изложена концепция разработки интегрированной компьютерной системы экологи- ческого менеджмента (СЭМ). Экономическая тактика в СЭМ обеспечивается гибкой реализацией стратегических направлений экологической политики и является предпосылкой к созданию проектов нормативов предельно-допустимых воздействий. Обеспечивается проведение экологических расчетов, систематизация выбросов вредных веществ, формирование нормативно-справочной информации и баз данных по источникам выделения вредных веществ и источникам загрязнения атмосферы. Процедуры создания отчетной документации определяются бизнес-процессами функционирования всех систем управления. |
| Опис: | The universal model of the ecological management must be based on the system analysis of the management and the production activities of the organization. At the initial stage of the ecological management conceptual model development the specific ecological situation is taken into account. This ecological situation is defined in definitions and conceptions of the ecological management, environmental protection and nature management. Then the work package on calculations of expenditures of the production and on estimation of damages in the corresponding ecological situation is carried out. The measurement of profits is also carried out when the ecological requirements are met by the organizations. The ecological risk factor is detected; the calculation of expenditures is carried out under the individual and the integrated assessment of the resources. The next stage in the computer ecological management conceptual model development is the shortterm ecological decision-making subject to the general ecological situation at the present day. The information for the planning, management and measurement of the ecological parameters is assigned as a result of the carried out actions. The transformation to the multiple uses of the quantitative methods in the ecological management is carried out. These quantitative methods are economical and mathematical models, perspective computer technologies, statistical quality control in accordance with the State Standard DSTU ISO/TR 10017:2005 or statistical process control. The economical policy is provided with the flexible implementation of the chief aims of the environmental policy and is a background of projects of the maximum permissible exposure guidelines. |
