Abstract: The fractal, polytomic, and creative paradigms of the education development as well as knowledge hierarchy are analyzed. The hypothesis of the new approach to the distance learning based on the energy informational pedagogic paradigm and the approach to ethic algorithm construction and awareness is proposed.
